Internationally recognised federal system should be formed in 2008 Constitution

Sao Khun Hsaing, the consultant of the Rehabilitation Council of Shan State and Shan State Army (RCSS/SSA) said that if the Constitution of 2008 be amended, it should include the clause of “security guard forces should be formed in the respective states in the country’, Eleven Media news reported.

The proposal came up during the meeting organized by the RCSS/SSA, political parties and civic organizations held at Royal Rose Hall, Yangon last June 14.

Six points were presented by a political professor regarding the federal during the Working Group for Ethnic Committee meeting held in Lashio in March. One of the aspects discussed is the forming of security guard forces in their respective state.

Sao KhunHsaing added that the 6 points enumerated such as delegation of central government’s power to states, equal distribution of wealth to state governments, Union-level elections, free jurisdictions, self-constitution and state-level elections are the same practiced enjoyed by countries with Federal systems.

On the other hand, Lieutenant Colonel Sai Maing, the committee member of peace implementation from the RCSS/SSA said that “BamaTatmadaw” means the current formation of army; however it is not a Union army.

The reform on army will be discussed with the government. Also the armed forces formed in Shan State must be responsible for carrying out security measures for the state, the report said.
